Why are translation rates going up?

Well, this is simply a question of supply and demand. With the volume of translation worldwide continues to go up, global translation rates will begin to climb. This is also an outcome of the global inflation as oil cost drives up prices for everything.

I agree. However, the introduction of better technologies such as Google MT will help to create counter balances to pricing increases. Also, there are a constant stream of new translators entering the field that seem to take on translations with much lower pricing expectations.
